NOTICE OF ELECTION
Notice is hereby given that the Woodsonia Marketplace Community Improvement District (Â"DistrictÂ") has called a mail-ballot election as follows: (a) the District includes approximately 384 acres of property located along the U.S. Highway 71 (aka Range Line Road) corridor generally bounded by 13th Street on the north, Rex Avenue, Davis Boulevard, and E. 27th Street on the east, Hammons Boulevard on the south, and Texas Avenue, S. Highview Avenue, and Range Line Road on the west, all in Joplin, Missouri, as legally described in the Petition for the Creation of the Woodsonia Marketplace Community Improvement District (Â"Formation PetitionÂ") approved by the City Council of the City of Joplin, Missouri by Ordinance No. 2025-170 dated November 17, 2025 (Â"Formation OrdinanceÂ"); (b) the election is to approve a sales tax at the maximum rate of one percent (1.0%) for a maximum period of twenty-seven (27) years from the effective date of the Formation Ordinance in accordance with the Community Improvement District Act, Section 67.1401 et seq., RSMo, as amended (Â"CID ActÂ"), for the purpose of providing funding for the services and improvements described in the Formation Petition as approved by the City Council of the City of Joplin, Missouri by the Formation Ordinance, specifically including: (i) acquisition, construction, and improvement of certain improvements including raising significant portions of the District out of the flood plain; (ii) assisting with acquisition of property for development of an approximately 135,000 square foot multi-sport facility (Â"Sports ComplexÂ"); (iii) acquisition of property for a public park; (iv) acquisition of right-of-way and detention facilities; (v) assisting with the development of the Sports Complex; (vi) remediation of environmental conditions; (vii) remediation of blighting conditions on private property within the District as permitted under the CID Act provided that the City Council first determines that the action to be taken is reasonably anticipated to remediate the blighting conditions and will serve a public purpose; (viii) administration and operation of the District as permitted under the CID Act; and (ix) further all other eligible improvements or services within the District authorized under the Formation Petition, the Formation Ordinance, and the CID Act; (c) the ballots for the election shall be mailed by the Newton County Clerk to qualified voters on or about November 25, 2025; (d) the date of the election is December 16, 2025; (e) the qualified voters will consist of the registered voters residing within the District as of the thirtieth (30th) day prior to the date of the election; (f) any persons residing in the District shall register to vote on or before the thirtieth (30th) day prior to the date of the election in order to be a qualified voter for purposes of the election the; (g) the ballot shall be returned to the Newton County Clerk in person, or by depositing the ballot in the United States mail addressed to the Newton County Clerk and postmarked not later than the date of the election; and (h) any qualified voter that did not receive a ballot in the mail or lost the ballot received in the mail may pick up a mail-in ballot from the Newton County Clerk, 101 South Wood Street, P.O. Box 488, Neosho, MO, Monday-Friday, except county holidays, during regular business hours, on or after November 25,2025.
Shall the Woodsonia Marketplace Community Improvement District (Â"DistrictÂ") in Joplin, Missouri ("City) impose a community improvement district-wide sales tax pursuant to Section 67.1545, RSMo, on all retail sales made within the District which are subject to taxation pursuant to sections 144.010 to 144.525, RSMo, as amended, except sales of motor vehicles, trailers, boats or outboard motors and sales to or by public utilities and providers of communications, cable, or video services at the maximum rate of one percent (1.0%) for a maximum period of twenty seven (27) years from the effective date of Ordinance No. 2025-170 dated November 17, 2025 (Â"Formation OrdinanceÂ"), approving the Petition for the Creation of the District (Â"Formation PetitionÂ") in accordance with the Community Improvement District Act, Sections 67.1401 to 67.1571, RSMo, as amended (Â"CID ActÂ"), for the purpose of providing funding for the services and improvements described in the Formation Petition as approved by the City Council of the City of Joplin,
