Wyandotte Nation Request for Proposals - Architectural / Engineering Services Heritage Acres Infrastructure Expansion Project
Introduction The Wyandotte Nation is seeking proposals from qualified Architectural/Engineering (A/E) firms to provide design, bidding, and construction-phase services for the Heritage Acres Infrastructure Expansion Project, funded in part by the U.S. Department of Housing and Urban Development through the Indian Community Development Block Grant (ICDBG) Program, Assistance Listing (CFDA) 14.862.
Project Description:
The project will extend infrastructure services for a new 17.12-acre housing development adjacent to the existing Heritage Acres community in Wyandotte, Oklahoma. Anticipated improvements include clearing and grading, paved roadways, curb and gutter, stormwater basin, sanitary sewer and water line installation, fire hydrants, underground electric and fiber, streetlights, and erosion control. The infrastructure will support construction of up to forty-four (44) single-family or duplex housing units, with the initial phase expected to include approximately eight (8) duplexes.
Indian Preference:
Indian Preference will be observed in accordance with the Wyandotte Nation Procurement Policy. Qualified Indian organizations and/or Indian-owned professional A/E firms that provide proof of Indian ownership or certification will receive one (1) additional point in scoring. Proof may include, but is not limited to: (1) certification by a federally recognized Tribe or TERO office; (2) evidence of majority Indian ownership and management control; or (3) documentation demonstrating Indian ownership structure and profit-sharing arrangements.

Interested firms must submit seven (7) unstapled copies of their proposal, no later than 4:00 p.m. (CST) on December 17, 2025:

A mandatory pre-bid meeting will be held on November 24th, 2025, 2:00 p.m. (CST) at theWyandotte Nation Administrative Office Building, 8 Turtle Drive, Wyandotte, Oklahoma. At that time, firms may view conceptual plans, ask questions, and/or view the site (approximately 1 mile from administrative building). After the meeting, all questions must be submitted by email only; responses will be distributed to all attending firms.
Evaluation Factors:
Evaluation will be conducted by the Wyandotte Nation based upon the factors described below:
Factor 1 - Professional Qualifications and Experience: Professional qualifications necessary for the satisfactory performance of required services. Provide a list of expected key personnel who will be performing tasks under the resulting contract. Include resumes for all engineering disciplines including, but not limited to: electrical, mechanical, civil, structural, environmental, interior designs, Leadership in Energy Development and Design (LEED), and cost estimating. Include any specialized experience and technical competence in the type of work required including, but not limited to, experience in energy conservation, pollution prevention, waste reduction, and the use of recovered materials. (0-7 points)
Factor 2 - Past Performance: Past performance on contracts with government agencies (state, federal, or tribal) and/or private industry in terms of cost control, quality of work, and compliance with performance schedules. Be sure to include no more than five (5) recent past performance projects including knowledge of design standards, technical manuals, and specifications. (0-7 points)
Factor 3 - Experience in Construction Period Services: Experience in construction period services include professional inspections during the construction period, review of construction submittals, support in answering requests for information during the construction period, participation in Owner-Architect-Contractor (OAC) meetings, and support for construction contract changes, such as drafting statements of work, issuing drawing revisions, and providing cost estimates. (0-7 points)
Factor 4 - Small Business Opportunities: The extent to which potential contractors identify andcommit to the use of minority businesses, women's business enterprises, labor surplus area firms, and other types of small business as subcontractors are used, when possible. Small business is defined as a privately-owned corporation, partnership, or sole proprietorship that has fewer employees and less annual revenue than a corporation or regular-sized business. (0-7 points)
Factor 5 - Location: Located in the general geographical area of the project and knowledge of the locality of the project. General area means a geographic region within which an organization or enterprise would customarily seek and perform work. (0-7 points)
Factor 6- Eligibility: The extent to which the A/E firm and potential contractors and subcontractors to be awarded have not been debarred, suspended, or declared ineligible. (0-7 points)
Factor 7 - A/E Fee Schedule: Include a fee schedule as an evaluation criterion, which may contain separate line items, such as design fees, direct costs, contingency, overhead, consultant's fee, site visits, and A/E profit as a percentage of construction cost and / or a fixed price, where applicable. (0-7 points)
Factor 8 - Indian Organization or Indian-Owned Enterprise: Provide a minimum of one (1) form of documentation as evidence of an Indian Organization or Indian-Owned professional A/E firm. Issued by the Wyandotte Nation, Indian Preference will only be given to firms who provide current certification as an Indian organization or Indian-owned Professional Engineer Firm. Failure to provide proof of certification with this proposal or within three days of opening the bid packet may result in denial of Indian Preference. (0-1 point)
The Wyandotte Nation reserves the right to accept or reject any and all proposals and waive informalities in the proposal process.
